10th August 2017

Dear Marineland Boat Owners and customers,

My apologies to all for my silence over the past two months as I have been away.

To try and get the lake figures out to you before the long weekend I am sending the figures with no attached newsletter, this will follow later.

Kariba Level and River flows on 7 August 2017
2016
2017
Kariba lake level on 7th August
479.90
482.79
2017 lake level is higher than the same date last year by:

3.79 m
Chavuma flow (above Barotseland)  4/8/17
  136
  116
Ngonya flow (out of Barotseland)      4/8/17
  425
  403
Victoria Falls                                      4/8/17
  485
  459
Sanyati

Estimates for the lake level by December 2017 are that the lake will be considerably higher than the same time 2016.  This is encouraging  but obviously depends on the drawdown for power generation by Zambia and Zimbabwe.

It remains for me to wish you all a very enjoyable long weekend. We hope to see many of you visiting Kariba and Marineland during this period. Travel safely and enjoy some good fishing as the bream are biting with many being caught both on worm and dough. Please beware on the roads for our breeding herd of elephant which are currently around, and our zebra which are continually roaming the roads around Kariba. Lion are also present in Kariba at present. Enjoy your stay as the weather is perfect for an enjoyable trip on the lake.

From the management team and myself we wish you all the very best.

KARIBA ANIMAL WELFARE FUND TRUST

KARIBA ANIMAL WELFARE FUND TRUST- appeal for donations – small or big

The Kariba Animal Welfare Fund Trust (KAWFT) is a registered trust and was formed in 2010, by a group of conservation minded Kariba residents who were concerned about the numbers of snared and injured animals that were being found in the Kariba area. They realised that Zimbabwe National Parks and Wildlife Authority
manpower and resources were limited, so they formed an alliance with this regulatory body to assist them in the protection of the wild life in the Kariba area.

Over the years, the operation has grown to the point where a team consisting of 2 KAWFT "Scouts" and 1 ZIMPARKS ranger are out on patrol 5 days a week in various areas in and around Kariba, looking for and removing snares, as well as seeking to curtail any illegal wildlife activities or environmental degradation, such as illegal tree cutting. It was this team that discovered the recent snared lion. They also now have equipment that allows the teams to do 2 and 3 night overnight patrols in such places as Zebra and Antelope Island.

Because KAWFT now have a local resident licensed professional guide who has a Dangerous Drugs License for darting wild animals, the ZIMPARKS have come to rely on KAWFT whenever they have a snared or injured animal, and this has even covered such instances as far afield as Mana Pools. They also have an arrangement with Harare based wild life experienced veterinarians who are on call to attend whenever necessary.

There is no doubt that their efforts have been successful as they have removed many hundreds of snares and been involved in the saving of many snared animals including elephants, buffalo, zebra, hyena and the odd lion and smaller antelope. Also the numbers of snared animal incidents has decreased, and the numbers of game around Kariba, and on the foreshore, has increased both in numbers and variety.

KAWFT activities are now wide ranging, as they also get involved in anything else that will protect the animals and environment, such as clean up and collection of road side garbage, and this year undertook a major project, namely the complete diamond mesh and electric fencing around the Kariba Municipal rubbish dump. This was necessary as the elephants and other game were foraging and ingesting plastic and other toxic materials, from which some of them unfortunately died. This fence was funded buy a few donors but the majority was from a German Aid Agency.

While all the management and control is undertaken by volunteers, there are always of expenses!  These include wages, rations and uniforms for the game scouts, vehicle operating costs including fuel, insurance and repairs and maintenance, cell phone airtime and internet, 2 way radios and licenses, rations donation to ZIMPARKS, publicity material, etc etc. At present this is mainly funded by a few regular private donors in small amounts, by a number of 'one off' donations both cash and kind, and by fund raising events, all of this, while greatly appreciated, unfortunately makes the cash flow irregular;  this makes current operations difficult and future planning problematic. At this time, their one and only vehicle is off the road and in need of major repairs, so the deployment of game scouts etc., is being undertaken by volunteers in their private vehicles.

KAWFT's funds are strictly and transparently controlled. What is needed is a regular and reliable source of funding, and this is the reason for this appeal. I am soliciting regular donations, either monthly, quarterly, 6 monthly or annually in an amount of your choosing but no amount will be to small, (regularity of payment is more important than the amount), from anyone who has an interest in Kariba, or a general interest in preserving the wild life around Kariba, or purely because this is a just cause that is worthy of philanthropic support.

Recycling

RECYCLING:

Environment Africa collect glass, cans, tins, paper / card and plastics (soft plastics, like bread wrappers and hard plastics, like shampoo bottles), for recycling. The collection centre is at 76 Queen Elizabeth Road, Greendale, Tel: +263 (4) 492143 or +263 (4) 492152 email: info@environmentafrica.org

Helen Davidson – collects the same as above, from your house once or twice a month for $5 helendzim@gmail.com  0772320246

Garbage Gobblers – provide ‘recycling stations’ for different sized business, same items as above, plus they also recycle electronic waste, which can also be dropped off at their centre: Lauren Lock, 313 Herbert Chitepo Ave, 0772 570 223

In our house we have different places for putting tins, glass and plastics and we compost all of our paper/card and food scraps. I make a trip over to Environment Africa about once per quarter. Remember that whilst recycling is great, better still is to reduce the amount of excess packaging that is used in the first place. Ask yourself if you really need those hand washes and shower gels in plastic bottles, when good old fashioned soap does the job perfectly J  Justine Roberts justine@zol.co.zw

 …………………

Firstly, non existent recycling in Zimbabwe is completely unfair.  There are a number of recyclers all over Zimbabwe who do a fine job of keeping recyclables out of the dumps. We may not keep everything out of the dump but every bit counts.  It costs money to travel to cages to collect the recyclables so these are not always cleared as quickly as the public would expect or like. Returns on recyclables are miniscule - it's all about volumes and with the current situation, it is a costly exercise.  On the positive side, there is something that folk can do.  There are businesses like myself who will come to your house/business to collect any recyclables (for a cost) which then keeps these out of the shopping centre cages and dumps.  Yes, particularly plastic, is a global problem but individuals right here in Zimbabwe do have the option to choose to be responsible.  I know for a fact that there is an initiative in Kariba to firstly keep the elephants out of the dump and secondly to establish a way to remove recyclables.  Yes, cans are sent to SA for recycling - fact.  Same applies to glass and some types of plastic.  To compare us to a First World country is completely unrealistic.  Our volumes of packaging waste are minute compared to theirs and we do not have the infrastructure that they do. I would like to end with a note that we will not be able to clean up the country without citizens actually participating rather than just sitting back and complaining.  Helen Davidson Refuse Collection Services  Phone: 0772 320 246

Fines

Your readers will be keen to know if and when ZRP will start issuing $30 traffic fines. To clarify …

The short version …

  • The revised Scale of Fines came into effect from 24 March, 2017, BUT …
  • The only real change affecting motorists, is $20 traffic fines can change to $30
  • DO NOT ACCEPT a $30 fine until the revised Schedule of Deposit Fines is issued to ZRP. Until that time, the maximum fine that can be imposed at the roadside remains $20.
  • If any member of ZRP attempts to fine a motorist $30, before the new fines schedule is issued, report him or her, and tell Road Users Association about it.

The longer version …

The Scale of Fines was one of the amendments to the Finance Act, gazetted on Friday, 24 March 2017. The schedule (available at www.rua.org.zw), shows that Level 1 is now $10 (was $5), Level 2 is $15 (was $10) and Level 3 is $30 (was $20).

Based on the current levels in the fines schedule, the only change we need be concerned about is Level 3 increasing to $30. Level 1 and 2 fines have been set at $10 and $15, respectively, since the current Schedule of Deposit Fines was implemented in February, 2016 (but only legalised through Friday’s gazette, 13 months later). Therefore, we can anticipate that an offence currently set at $20, will increase to $30. However, any changes will only be confirmed when we see the revised Schedule of Fines.

The increase is already legal, although still has to be formalised through a revised Schedule of Deposit Fines. This document is not required to be gazetted, but must be formally made available to ZRP before they can impose the new Level 3 fine of $30.

Motorists can ignore the gazette’s effective date of 1 January, 2017. It took parliament a while to address the Finance Act amendments, and back-dating of traffic ‘spot’ fines is both impossible and unconstitutional.

We take this opportunity to introduce Bambazonke readers to the RUA Roadblock Checklist, attached.
Road Users Association is encouraging more respectful and lawful interaction between ZRP and motorists at ZRP checkpoints. The RUA Roadblock Checklist will guide motorists to achieve this.

All questions and aspects of the Roadblock Checklist are within the motorist’s legal rights, to ask and action. Until members of ZRP get used to the fact that motorists are standing up for your rights, you can expect some turbulence. To achieve a successful outcome, remain calm and courteous. In time, we expect ZRP to start displaying more respect than they have been.

Motorists are encouraged to print copies of the top page for use at roadblocks, and the back page, for your reference. For more about the RUA, visit www.rua.org.zw and provide feedback at Facebook/RoadUsersAssoc.
